Blue Cross names medicare and medicaid programs leader in Minnesota

Blue Cross and Blue Shield of Minnesota has appointed Kurt Small as a senior vice president and president of government markets.

In this role, Small will be responsible for all business related to government health programs (medicare and medicaid), which represents more than $3.5 billion in revenue and 900,000 enrollees, the company said.

Small joins Blue Cross from Virginia Premier Health Plan in Richmond, Virginia, where he served as chief operating officer. Prior to that, he held the position of senior vice president of health plan operations for Highmark, where he was responsible for all service delivery to their government and commercial members. Additionally, Small held several government and commercial executive leadership positions at Aetna over the course of a 15-year tenure.

"Kurt Small is a recognized industry leader in strategic design and operational effectiveness within the Medicare and Medicaid space," said Cain Hayes, president and chief operating officer of the health business at Blue Cross.

"Our long-term strategic objectives will benefit greatly from Kurt's leadership. His results-oriented approach has proven to deliver greater efficiencies and positive member outcomes and experiences."
